Oscar Moreno de Ayala-Díaz is the Founder and Director of Operations of Vertex Services LLC, a Puerto Rico-based technology company he established in 2024. He leads business operations, project delivery, and strategic partnerships, helping clients locally and internationally turn business needs into practical technology solutions. Vertex’s services span web and software development, e-commerce, database management, and digital infrastructure, including domain names, hosting, and business email.
From 2015 to 2024, Oscar served as Chief Executive Officer and ccTLD Manager at Gauss Research Laboratory (GRL), leading the organization responsible for Puerto Rico’s .PR country-code top-level domain. This role brought together executive management, registry operations, strategic planning, and stakeholder relations. His participation in the ICANN, LACTLD, and ARIN communities, along with his previous service on the LACTLD Board, strengthened his experience in Internet governance and regional collaboration.
Oscar began his career as a developer in 2007, building a hands-on foundation in full-stack development, web applications, databases, and systems integration before moving into executive leadership in 2015. That progression from developer to CEO and entrepreneur shapes his approach to managing teams and delivering technology projects. At Vertex, he combines technical understanding with executive oversight to evaluate solutions, translate business goals into actionable work, and help organizations strengthen their digital presence and improve operations.
